To amend title 11, United States Code, to require creditors to inform consumer reporting agencies that certain debts have been discharged in bankruptcy cases.

To provide for certain assistance and reforms relating to the territories, and for other purposes. (bankruptcy-style moratorium on P.R. debt collection) 

Amends the Truth in Lending Act to prohibit a creditor from extending credit to a consumer under an open end consumer credit plan (credit card) for which the fee and interest rate exceeds 36 percent.

To provide assistance and support to the Commonwealth of Puerto Rico.

To establish additional protections and disclosures for students and co-signers with respect to student loans, and for other purposes.

To amend title 11 of the U.S. Code to treat Puerto Rico as a State for purposes of chapter 9 of such title relating to the adjustment of debts of municipalities.

To improve accountability and transparency in the United States financial regulatory system, protect access to credit for consumers, provide sensible relief to financial institutions, and for other purposes.

To ensure the privacy and security of sensitive personal information, to prevent and mitigate identity theft, to provide notice of security breaches involving sensitive personal information, and to enhance law enforcement assistance and other protections against security breaches, fraudulent access, and misuse of personal information.

To amend title 11, United States Code, to improve protections for employees and retirees in business bankruptcies.
