To amend the Fair Credit Reporting Act by instituting a 180-day waiting period before medical debt will be reported on a consumer’s credit report and removing paid-off and settled medical debts from credit reports that have been fully paid or settled, to amend the Fair Debt Collection Practices Act by providing for a timetable for verification of medical debt and to increase the efficiency of credit markets with more perfect information, and for other purposes.

To provide for the appointment of additional Federal bankruptcy judges, and for other purposes.

To provide for certain assistance and reforms relating to the territories, and for other purposes. (bankruptcy-style moratorium on P.R. debt collection) 

To provide assistance and support to the Commonwealth of Puerto Rico.

To amend the Higher Education Act of 1965 to provide for institutional ineligibility based on low cohort repayment rates and to require risk sharing payments of institutions of higher education.

To establish additional protections and disclosures for students and co-signers with respect to student loans, and for other purposes.

To amend title 11 of the U.S. Code to treat Puerto Rico as a State for purposes of chapter 9 of such title relating to the adjustment of debts of municipalities.

To amend title 11, United States Code, to require creditors to inform consumer reporting agencies that certain debts have been discharged in bankruptcy cases.

To amend the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code of 1986 to modify certain provisions relating to multiemployer pensions, and for other purposes. (Sect. 5 of bill amends §507 to make ERISA withdrawal liability a priority claim ahead of administrative expenses.)
