To amend the Higher Education Act of 1965 in order to increase usage of the Federal student loan income-based repayment plan and improve repayment options for borrowers, and for other purposes.

To stop financial institution crime, require certain officers of companies to certify that they have conducted due diligence relating to criminal conduct or civil fraud, create accountability in deferred prosecution agreements, and for other purposes.

To amend title 18, United States Code, to establish criminal liability for negligent executive officers of major corporations, and for other purposes.

To amend the Equal Credit Opportunity Act to require creditors to request demographic information from applicants for certain types of credit in order to prevent discriminatory lending practices with respect to those applicants, and for other purposes.

To amend the Truth in Lending Act to establish a national usury rate for consumer credit transactions.

To exclude the discharge of certain Federal student loans from the calculation of gross income.

To amend the Employee Retirement Income Security Act of 1974 to protect patients from surprise medical bills.

To provide the option of discharging certain unsecured financial obligations of self-governing territories of the United States.
