To amend title 28, United States Code, to authorize the appointment of additional bankruptcy judges, and for other purposes.

To amend chapter 1 of title 9 of United States Code with respect to arbitration.

To amend the Real Estate Settlement Procedures Act of 1974 to require mortgagees for mortgages in default to engage in reasonable loss mitigation activities.

To amend title 11 of the United States Code to provide protection for medical debt homeowners, to restore bankruptcy protections for individuals experiencing economic distress as caregivers to ill or disabled family members, and to exempt from means testing debtors whose financial problems were caused by serious medical problems.

To exclude insurance companies from the Federal Depository Insurance Corporation's "orderly liquidation authority."

To amend the Internal Revenue Code of 1986 to exclude from gross income gain on the sale of a family farming business to a family member.

To amend the Federal Home Loan Bank Act to allow Federal home loan banks to invest surplus funds in student loan securities and make advances for student loan financing, and for other purposes.

To extend for 3 additional months the period for which chapter 12 of title 11 of the United States Code is reenacted.

To amend the Social Security Act with respect to limiting the use of automatic stays and discharge in bankruptcy proceedings for provider liability for health care fraud. (Introduced in House)
