To extend for 3 additional months the period for which chapter 12 of title 11 of the United States Code is reenacted.

To impose a 6-month moratorium on terminations of certain plans instituted under section 4042 of the Employee Retirement Income Security Act of 1974 in cases in which reorganization of contributing sponsors is sought in bankruptcy or insolvency proceedings.

To amend the Internal Revenue Code of 1986 to waive the 10-percent additional tax on early distributions from section 401(k) plans in the case of hardship of certain employees due to facility closures or employers in bankruptcy.

To prohibit Fannie Mae and Freddie Mac from offering any new products during the term of any conservatorship or receivership of such enterprises.

To amend title 11 of the United States Code to modify the dischargeability of debts for certain educational payments and loans.

To amend title 11, United States Code, to protect certain charitable contributions, and for other purposes.
